Which tool is suitable for page markup?

I need to constantly take text from Word and add h2 h3 h4, p, ul li, strong tags.
I began to understand that in volume it takes a lot of time. Is there any tool that automates this work?
Converters only know the tag - which is essentially useless.
Any ready-made solution will do, thanks.

Sublime + emmet is a great combination for editing HTML code. After all, you will probably want to edit css later;)
