Which tool for creating complex documents should you choose?

Hello!
What is the best way to create a pdf document, which should consist of:
1. Automatic document content. Several chapters can be added/removed to the final document through the template engine, page numbering is changed, etc.
2. Through the name of images, tables.
3. Link to any element in the document (link to the table, when you click, go to this table)
4. List of applications and literature (initially, each inserted element is assigned a certain tag for use in certain lists, or displaying an image on the page)
