Which technology stack to choose for a web application?

Good afternoon.
There is a system that provides json rpc API. It is necessary to develop a web application for interacting with the API, which would:
1. Request information via the API and display the received data
2. Provide an interface for changing data on the front-end, on the back-end would form a request towards the API
There is minimal knowledge of PHP, Angular 1.x. What stack to use on the front / back-end to build the UI, interact with the API. Please advise.

on the back something light ala Lumen or slim, but on the front what you can do (well, or take some Vue)
