Which technology is best suited for video chat (one-on-one)?

Good afternoon!
The task is to launch a video chat for consultations (consultant-student).
We tried webRTC, the quality is not good =(
Tell me, please, in which direction to look?
Requirements:
• the video call must be controlled (time allocated for the conversation);
• ideally, if it will be possible to store a video recording for the participants in the conversation.

Try this option . This is my open source project to integrate FreeSwitch with comet server to make video chats easier to implement. Here is webrtc but it is not p2p but to the sip server. Accordingly, it will be possible to make conferences and record and rebroadcast the video stream, and even connect to the conference from ordinary phones.
