Which task execution system to choose?

I work in the state organizations, the essence of my and several other related positions is the collection and analysis of data from 20 subordinate units (scattered in different cities of Russia). The data is scattered (i.e., there is, for example, accounting for technical means, allocated money, the number of computers connected to the network, etc.), provided by E-mail, in the form of doc(x), xls(x), and given the laziness of our valiant subordinates and the bureaucracy, obtaining both periodic and individual data is sometimes very difficult.
People do not conduct their own planning, they are late on deadlines, often the day of the report is a call to half of the subordinates, swearing and handing out "on the hat" in especially difficult cases.
Target:Ideally, all the data provided to us can be analyzed, systematized and some kind of system (DB + web interface) can be written into which everyone will drive data, and then we will generate any necessary reports.
But now we need something like a task tracker, a project management system, with the following functionality:
- we will list all the tasks (reports) that subordinates must provide (both periodic and suddenly arising), with deadlines, indicating the responsible person.
- an important nuance: subordinates should see the list of tasks (reports) set by us, and perform tasks by attaching their files, and the subordinate should not see other people's attached files.
- then, for each task, we need to look at who sent the reports on time, who was late, who did not send at all (preferably highlighted in color), leave comments if the report provided by the subordinate needs to be finalized or given a delay, leave notes for ourselves for each subordinate.
- you need to be able to download all the files sent for each task, or put the files for the task into a specific folder on the server to which you can connect via FTP, cut it as a network drive.
Additional requirements for the system:
1. Open Source (Let me remind you - a state organization, no one strives for efficiency and will not give money for the system. Secondly, all our networks without an Internet connection will need to be installed on our server).
2. Ability to install on your server.
3. Integration with Active Directory will be a good plus, but not critical.

Try PTYSH , on files there is an interesting solution there. You can use any cloud storage and, accordingly, choose directly in it who will have access to them and who will not.
