For your task, you need any TV with sound and video outputs to tulips (exactly outputs) - the sound is not regulated on them and does not disappear, any cheap speakers with a headphone input (to be used as an amplifier) ​​and headphones with a volume control to adjust the volume not on the speakers, but right on the spot. Connect the speakers through an adapter to the tulips on the TV, headphones to the speakers - you get what you wanted: the sound on the TV and in the headphones is at the same time and is regulated independently of each other.
