Which soft IP PBX is better for a small office?

Good day,
There was a need to set up an IP PBX for a relative.
I want to set it up on something small, like Raspberry PI3, but few people are friends with ARM, if there is something like RasPI3 but on a desktop Intel x64 (maybe Atom or Celeron) at a price close to RasPI3, I will be very grateful for the link.
I rummaged through the Internet in search of something that is easy and quick to set up and reconfigure, since in any case the relative will not lag behind and do not want to bother with this more than possible, but there is no money for a normal IP PBX such as MyPBX, because it is just starting its way.
I looked at Elastix, it seems to be more or less simple, but I started setting up different trunks and then an unpleasant surprise awaited me in the form of a bunch of manual configuration of different things that don’t tell me anything, moreover, I have to look for the right configs for a long time on the Internet, I spent a lot of time to set up sipnet, but there is still to be multifon, zadorma, a few more local SIP providers from different countries, etc.
Then I thought, why should it be something on Asterisk, because there are probably some other free solutions that work stably and have a normal interface.
I ask for help in finding such for:
1. Work on small boards
2. Up to 25 people
3. Convenient setup
4. Easy backup and restore
5. Well, if it works with modems for organizing GSM lines

Currently free and friendlier than Asterisk and its panels like elastix, FreePBX, etc. find nothing. Unfortunately, I have not used any of the panels in my life and I don’t know which one is the friendliest.
If you are unable to understand the settings and parameters of IP-telephony, then it is better to entrust this matter to a specialized specialist, because. a mistake can cost a relative a lot of money when intruders start calling right and left from his PBX.

What did FreePBX do wrong?

A friend told me that he put Aster on Mikrotik 951.
You can search for information on the Internet. But there will definitely not be recordings of conversations. And there will hardly be a web interface. If you set it up and forget it once, that's it.
A friend connected a USB whistle for calls via GSM

- set it up if you want, you didn’t even google, apparently, tyk number 2 .

Welcome to our circle.

You are joking right. Put 3x there for 3 extensions like for free, although the functionality is much less spacious.
1. Work on small boards - aster
2. Up to 25 people - aster
3. Convenient setup - replace with the desire to learn and patience, tell me why? Because you wrote
no money

4. Easy backup and restore - aster with fripbh can be easily backed up and restored both by regular means in the web interface and by means of Linux if assembled by hand.
5. Well, if it works with modems to organize GSM lines - aster. Huawei MF and Pchelaina chews at once, only they can periodically fall off.
In general, from your question, I understand that you need everything on a platter and for free. When people finish the asterisk or create tools for working with it in a more comfortable way, do you know what they are doing? Sell. All sorts of ascosias, etc. There are no free analogues, even remotely close in functionality to the asterisk, you will have to put up with it, spend your time on setting up and money on gateways if they are needed. FXO FXS I advise NeoGate, GSM - whistles to the edge or GOIP 4/8, etc. There are a lot of manuals for setting up, everything is checked and works.
