Which smart card and library to read/write?

Good afternoon.
As part of a small project, I want to use smart cards for identification: store some ID inside and read it by applying it to the reader. So far, I'm looking towards Mifare Ultralight. Reader ACR128.
Advise the appropriate option and where to start developing (reading / writing) to the card.
Is it possible not to write down the ID yourself, but to order ready-made cards somewhere with IDs written inside (that is, in the future, just read and that's it)? Are there any libraries for working with smart cards? Which one is best described?
