How can such a site be raised? Rent a VDS to raise a site on it and upload pictures there?
Do you use a CDN?
Maybe there is another way, for example, to rent a VPS for the site, and upload the pictures to a third-party hosting and then insert them into the site?

Use a separate server for storage.
It is desirable to use object S3-like.
For example https://min.io/ or rent from hosters like AWS, Yandex Cloud, Selectel.

If there are a lot of pictures (hundreds of gigabytes), it will be cheaper to take an S3-like storage and store them there.
But this is not a fact.
Another option is to buy a full-fledged server instead of vds and throw a bunch of disks into it. It will also be relatively inexpensive.
