Which router to choose according to three criteria?

Hello.
There are 3 criteria by which you need to choose a router.
I ask you to either tell me the router that suits them, or how to formulate the second one in order to google normally.
1. Ability to install an openVPN client. If it is possible to specify which devices to pass through vpn and which not, then it would be great.
2. The ability to quickly switch the router from the mode when it receives a cable connection to the mode when it itself connects to Wi-Fi from the phone. My old tplink on a gargoyle can't do that, there you have to constantly steam through backups.
3. Price up to 7000.

I would also recommend Mikrotik, but I'm afraid you don't have enough knowledge to correctly configure it. You need to "drive" into its setting - then you will definitely not like any other router - a wonderful piece of iron!
So my advice is Kinetic (the interface is in Russian, logical and understandable even for non-specialists.
In the settings, connect the Wireless ISP as a backup.
The only drawback (maybe it was fixed - I haven’t checked it for a long time) - I didn’t want to switch to the backup Internet myself if the link to the gateway pinged the wired provider - I had to stupidly pull the wire out of it.
The OpenVPN client is set through Management - General settings - change the set of components

I would look at Mikrotik.
They have quite budget models, but what is the price now ...
