Which program should I use to create a .chm help file?

I used Onenote to organize reference information on work (designing electrical substations). Convenient, fast, but too free form of information presentation, plus it is not very convenient to share with colleagues (not everyone has onenote installed).
I decided to arrange everything in the form of a chm help file, for this, save the information from one note in .doc or rtf format and assemble it into a help file with a simple program.
Requirements for the program:
- Russified, preferably with Russian help and free
- with normal recognition of the Cyrillic alphabet in the content
- since the help information is often updated, the ability to quickly make changes (through recompilation or maybe even through the editor program)
