Which program or service to choose to transcribe the interview?

There are 13 minutes of interview in Russian. Audio in good quality. I would like to find a service or program in order to translate into text (decryption), if possible with voice division. Paid (within reason), free doesn't really matter.

You can try Yandex.Speechkit Cloud. But there (at least in the free version) there is a limit on the size of the uploaded message, so you have to cut it by the minute. Plus, it is also required that the recording be of high quality, without extraneous noise.
