under skul choose gigahertz. MScule practically does not use multi-core, but loves hertz. And with such a size of the base, it is the whine that will be the bottleneck. By the way, why so many? do you store information for 30 years?
1Ska uses multi-core by running multiple processes. But you shouldn't bother with 30 users. Now, if 80-100 - then there would be an effect.
ps: above was a comment about the kernel for the terminal server - for 100 users, my 2620 is loaded at the peak right up to 10%.
PSS: regarding the application server hertz - my 2620 for ~250 users uses 70% hertz

If users work directly on the server in terminal mode, then the number of cores is more important, if the server has only a 1C application server, then gigahertz.

IMHO, the difference in frequency of 2.9GHz versus 3.6GHz is not worth the difference in the number of cores, heat dissipation and price.
Therefore, of these two, the E5-2630V2 will be better.
But if there is a choice in the region of about 1000 ue per processor, I would take the Xeon E5-2650 v2 - 8 cores at 3.1 GHz and a little more expensive than 1000 judging by the wiki.
Upd. I didn’t see that there is an L version, in general the words are true for the E5-2630LV2 version.
