Which platform to choose for a Web application?

I am the owner of an Android application that will soon be two years old. The application has a need to load content from the Web. At the same time, it is necessary to obtain information from the Web about existing content by category and, after selection by the user, download files. That is, you need an application that runs on the server side and responds to requests from the Android client. Web muzzle is not needed yet, but may be required in the future. Since there are no skills in developing web applications, the problem arose in choosing a platform for studying according to the following criteria:
1. Availability of training materials in Russian
2. Cost and availability of sites for hosting an application
Since you don’t want to waste time learning and gaining useful skills, the choice is between .NET and Java. At one time I had little experience in C #, but now I write for Android in Java. It would be optimal now not to split into two languages, because. experience in Java is also not great (about 2 years, but as a hobby). But something with the literature for Java in Russian seems to be tight.
Tell me, please, what would you choose for development, as well as what literature would you advise to read.

Well, since you know Java, it would be nice to write in Java. Especially now there are a lot of web frameworks: Play, Struts, Spring, Stripes…

I'm a .NET developer, so I can't say anything about Java. For server logic, I would look towards the Web API . Or WCF Data Services
