Which PL to choose for Windows?

After struggling with Python, despite being one of the easiest languages, I decided to look again at other solutions. You can call me whatever you want, but in Python I was fed up with the fact that there are very few Russian communities, there is very little documentation in Russian, many extensions for 2 python, and even on Windows it is not easy to deploy a normal place for programming in Python.
I am looking for a popular language where you can safely program without worrying about information - with many Russian books, Russian communities, no problems running on Windows.
As an option, I look at C #

Yes, in general C# would probably be the best option. The language is not particularly complicated compared to C ++ (which you can also consider), excellent MSDN in Russian, and there are also a lot of books.
But I think you already understand this. Here's what is much more important: it would be good for a programmer to know English at least at the level of "I understand with a dictionary." For example, for the sake of StackOverflow, GitHub and other delights.

Depends on the task at hand, but in general C# for windows is the best choice.

Why not change the OS? Look towards Java.
