The question is whether it is possible to extract all the information using the PL (that is, not one request, but many requests, but not manually). If yes, then with the help of what and is it possible to do so (from a moral and legal point of view), if the information is open?

Hmm... With the help of any programming language that can send TCP / IP packets to the 80th port with arbitrary content (well, or not).
