All this can be achieved on absolutely any framework. And all this can not be achieved on absolutely any framework. The framework affects only one thing - the convenience of one particular specialist. Someone is more accustomed to writing in Laravel, someone in Symfony. This has no effect on the final result.
Judging by the question, you have no experience in writing large systems.
If you represent a business in this project, entrust the choice of the tool to those who will use it.
If you plan to develop, take what you know. If you don’t know anything, then the customer can say goodbye to the set goals (but save money). I am not writing this to offend you, it's just a bare fact - it is impossible for one person without experience to write such a system.
