Which personal wiki to choose?

I'm sorry, but I haven't found a suitable hub...

Please advise a personal wiki that:
1. Doesn't require a web server, that is, all files will be stored locally;
2. Allows you to synchronize via DropBox;
3. Equally good under Windows and Linux;
4. It is desirable to store data in clear text so that it can be viewed, if necessary, without special software.

How good is just vim for such a role?
