Which PC build for Android Studio will be exactly enough?

I 'm trying to assemble something in the configurators , but it seems to me that it will work terribly and can be assembled much cheaper for such purposes. If you know ready-made good assemblies, I will be very grateful.
Well, or help fix or reduce the cost of what I 'm trying to collect .
Budget around 30k. Well, you can have a maximum of 40, if not at all. The main thing for me is not to rest on productivity during development, but only on my own helplessness.
