We are making a product (mobile application) in which all user actions (including the purchase / sale of real goods and the provision of services) are tied to their own currency.
We need a payment system that will allow users around the world to buy our currency (input) in $ and withdraw it to their account / card in $.

this narrows the circle literally to Paypal and Skrill
with cards, you can play around here , they have much easier to pass the approval than the same Paypal and there are withdrawals to the same cards, albeit not cheap,
