Which parental control software should you choose?

The school gave a list to a colleague with parental control options.
I don’t have mine yet, so I decided to ask here
. Several options were proposed:
control through a router,
through programs on a PC,
setting up browsers and installing keyloggers.
In your opinion, which scheme is better? Recommend a program? In general, I would like to hear your opinion.
Priority of course free software. But you don't mind spending money within reasonable limits.

Maybe there is no correct answer? And think about learning the right skills instead?
So you personally really like to be under the hood all the time? Were you constantly watched and recorded all your actions as a child?

None work properly. In addition, parental control is a software solution to a social problem, i.e. "You're approaching the problem from the wrong end." Even if it is actually lowered from above.
