Which office solution to choose for a small organization?

Need a solution for a small organization. Is it possible at the moment to purchase a licensed ms office (word excel will be enough + a version below 2007) at a price cheaper than 5t.r. for one job? Looked towards open office LibreOffice is not satisfied. Office 2016 is perceived in the same way as open office (not suitable). ??

Look again closely at LibreOffice. The fact is that there are very few free solutions, and of them the child of Linux is an order of magnitude more functional than its counterparts.
