Which of the CIS countries has the best developed IT industry?
I was wondering which of the CIS countries has the best developed IT industry? Does it make sense to move to a leading country from another state (for example, to get an IT education)? How are things with taxes on IT in this country? I think that the Republic of Belarus is the most successful in this (if I wrote it wrong, I'm sorry, it's written on Wikipedia).

Education is the same everywhere. They pay the most in Ukraine. Taxes are everywhere near zero relative to income.
There is no such ranking. But in Belarus, taxes are really low thanks to the HTP, which, however, within the framework of the political situation, can come up at any moment, not to mention the fact that the standard of living is normal, except in Minsk.
In what way is it successful? Moscow and Sochi salaries and incomes have no analogues in other regions of the CIS, whatever one may say.
