Which MFP to take for a department of 15 people?

Good afternoon, I need to select an MFP (BW) for a department of 15 people, they print with different activity from 50 to 400 pages per day.
The main requirements are reliability and inexpensive refueling, WIFI (there is no ethernet wiring in the building).
Budget up to 16t.r.
Many here have a lot of experience in printing, I think there is a personal list of problematic and not very models.

Unfortunately, for this money nothing decent. Everything you buy up to 16 tr. will bring you, as a system administrator, a lot of headaches.
There is a Kyocera Ecosys P2040dw price of about 22 tr.
There is a Kyocera Ecosys P2335dw price 18..19 tr., but it has a small cartridge compared to P2040dw.
These options are not ideal, but at least bearable for their price. Everything is very bad in the market of printers.
I also suspect that as soon as you buy and install a printer, it suddenly turns out that they (accountants, managers, etc.) had in mind that they needed an MFP. "What, doesn't this printer know how to copy??" - they will ask you - "Does this printer also not know how to scan? Why did we buy this one ??" So, just in case, make sure that the decision maker understands concretely that a printer is just a printer. Current users call all MFPs printers, in all seriousness.

UPD: Sorry for not being attentive, I missed about WIFI. The answer is not correct, but I'll leave it, because if wifi is not needed, the answer is completely correct.
Just do not take, as advised above, these flawed 100k page kiosers for the price of a normal printer. (with a huge overpayment for everything you can, compared to kiosers for 300k pages)

In general, guys, I divided the department into 2 groups, one left their old printer, the second bought a Canon i-SENSYS MF237w, in the future we will replace the old printer with Kyocera and it will be good, thanks to everyone for the answers!
