Depends on the task. Is there still a need for NOR? As said above, it can be assembled on LA3, but this (maximum) requires 4 NAND elements. But if you have the values ​​of those two variables already inverted, then only 2 elements are required. So, if you use any LA3 in the unused element mode (twice), you will be able to reduce one chip.

How can you judge optimality without having a general idea about this device? If you just need to make a block in a children's constructor, then this is one thing. And if in some complex circuit it’s completely different (there, for the sake of such elementary things, it makes no sense to solder a discrete element, and even in a DIP package - this is generally tin!).
