Which layout program to choose?

Is there an undemanding layout program under Windows 7 that does not require the Internet, which:
1. shows the result immediately, as codepen.io does
2. makes css hints, as the browser does when you edit styles through the console
3. works with jquery , google fonts and awesome, maybe bootstrap
4. the ability to save projects for later editing server and throw styles through the browser console. I would like to do it visually and in one space.

(webstorm, VSCode, Atom, Sublime) + gulp || webpack. For VSCode there is a livereload plugin, for others it is possible too.
