I mounted it on a desktop (i7-6700K, 32Gb, GTX1060), for a number of reasons I need to switch to a portable one.
Mostly 1080p clips from 4K sources up to 10 minutes long are mounted. They contain many masks for static pictures. For editing, Premier Pro, After Effects and Photoshop are used.
Recommend a laptop within the budget that can handle this task.
PS: No OS is welcome, there is a licensed Windows of your own.

If your choice is strictly Windows, then I would look at the ROG series probably. Although in 2014 I chose a laptop for editing, and the choice fell on MBP, I still use it and have no regrets. True, now the videos are limited to 4K from the copter, with LUT painting. All this is done by FCP.
Personally, if I chose a laptop on Windows, I would look at the new Xiaomi with 1060gtx cards. But they are slightly over your budget, but show great promise.
