The open and cross-platform ImageMagick has been successfully doing this for a hundred years in the afternoon, and among its output formats, most likely, there is something easily digestible in any language.

Yes, it's not hard at all. It will be difficult if you need to do something further with this array.
If a simple enumeration, then the language that you know better. If you need something complex, for example, some kind of analysis, face search, then it is better to use libraries, such as OpenCV, so as not to fence your cyclists. Specifically for OpenCV, there is definitely an api from python and c ++.
