Dedicate 1-2 days to get acquainted with the basic syntax and ideology of these frameworks and choose the one that is closer to you personally. The surest way than listening to the opinions of random people.
If you are interested in perspectives, then outsourcing companies have the vast majority of Angular projects, React is more common in grocery companies around the world, and the community now praises and hype Vue the most.

IMPORTANT! Below strictly IMHO.
In short, either Angular 4 or Vue.
Angular is (almost) TypeScript tied (which is not bad, but worth keeping in mind) and strict in terms of development approaches. It is great for large companies where many developers work on the same project. At least of all existing frameworks / libraries, it is the best in the segment.
Well, of course, Angular 1 can no longer even be considered - it is actually a completely different framework, and plus one of the first of its kind. Some kind of work on bugs was done on it, the result of which we now see not only in Angular 2/4, but also in many other frameworks / libraries.
Vue is a much simpler and clearer option, but no less cool for that. It gives more freedom, which is rather bad for large teams, but it is a pleasure to write on it. I would say that Vue has absorbed all the best from Angular and React, eventually becoming a full-fledged alternative to the first and a replacement for the second. It is now very actively developing and wangyu that sooner or later it will supplant React.
And I'm not saying that React is bad , just that Vue is objectively better in all respects. So far, apart from the community due to the age difference, but this is temporary.
All other frameworks/libraries are worth considering only for familiarization purposes, as they do not provide any tangible advantages over Vue or Angular.

either Angular 4 or Vue

A highly controversial statement.
If you act by the method of exclusion from the "big three", rather, the first candidate for departure is Angular

Consider the fact that Laravel VUE comes out of the box..
