Which Japanese to choose and which teaching method to choose?

Hello everyone, there is a great desire to make a GUI application (part of the functionality of which will take information from sites, a kind of parser), but, unfortunately, I can’t decide on a jap for it. I’m pretty familiar with Python, but it doesn’t seem to very suitable for such tasks. And the choice between C ++ Qt and C # WPF. Also, I'm so confused that I don't know how to start learning a new language, as usual a couple of books and courses, or immediately try to implement my idea and learn on the go? There is an opinion that it is remembered better this way. To sum up, I'm completely confused, because there are many alternatives, even if you take Python Qt5 and make an application on it, but I want not only me to use it.

Python is fine. Hit the ceiling and optimize bottlenecks in C++.
You can learn anything indefinitely, if you follow the "current opinions." Until there is a confident understanding of the operation of the OS and the memory model of a particular PL, questions about choosing a language for a task will always belong to the prevailing opinions, and not one's own.
