Which is better to use canvas, svg or whatever in this case...?

The task, when hovering over, for example, a country on a map (a complex contour), is to highlight (meaning there will be a translucent background of some color on top of the country's area) object. And that this layer (which is translucent) would appear itself (without :hover) with some periodicity. What is better to use or tell me some libraries that help in such situations.

The question literally sounded this morning, use svg for maps, Rafael , or this will help. Understand svg and canvas are different technologies.
