I would take pymorphy (I didn’t even choose in principle, since I don’t accept php, but that’s not the point), since phpmorphy is no longer supported by the developer (last modified 4 years ago) and you will be left with all the questions and bugs one on one.
Which tool has a better predictor - roll a test on the formation of frequency relations of lemmas and set it on habr, for example. And then look at the result (I think it will not even differ) On pymorphy, this is about 20 lines of code. On phpmorphy I think not much more. The result of pymorphy's work on determining the part of speech and pulling out lemmas more than satisfied me.
On speed - the developer of pymorphy states that one of the tasks for him was optimization, so there is a chance that it will work faster.
