Which Internet traffic billing system should be used for an average company?

There is a company for 150 users, 200+ different devices and about 20 servers for various purposes. Several subnets for different purposes. You need billing to account for traffic, apply restrictions (shaper, social networks, etc.).
Now we use Traffic Inspector. But his work on Windows Server is not very satisfactory due to some glitches, as well as a limited license in the number of users.
We use the following Traffic Inspector functionality:

  • Shaper
  • Restriction of social networks and video hosting (our channel is not rubber)
  • Traffic accounting by departments (groups) and users, including reporting for management
  • Restriction within the whitelist for some devices
  • Routing between networks
  • Internet channel reservation
  • Authorization by MAC and IP

We use Zentyal on one of the servers as a gateway, firewall, DNS and NTP server. Quite an interesting thing and convenient, but does not perform the billing function.
I would like to see a complete, convenient replacement for Traffic Inspector. Preferably open source, with the ability to use it for free for commercial purposes, like a community version. On Linux (Debian is preferred as there are several machines and more experience with it) or FreeBSD.
Looked at several options.
Not satisfied with them: price, functionality, complexity of implementation. I would like some relatively finished product, even if it is a set of scripts in a wrapper.

at different times in different places (there, right now, what about payments) Zeroshell (just on debian) Mikrotik CHR - actually will do everything for you, except accounting for traffic - this will have to be raised separately. Everything except accounting for traffic is the standard task of a router for the office, all these distrs will do it
