Which IDE to choose for Oracle PL/SQL?

I'm just starting to work with pl/sql and now I'm thinking about choosing an ide. There are toad, developer, navigator at work. Colleagues use different and intelligible answer that I didn’t get better, everyone is used to different things. What can you advise?

Almost all IDEs are not free, so I think I'll have to focus on corp. standard.
If there is no standard, try everything, there is no one-size-fits-all solution. Sometimes sqlplus suffices me at its correct setup.

For writing code, I prefer PLSQL Developer.
For administration, TOAD has better tools.

For the last two years I have been writing on plsql in Sublime text 3. On Habré you can find an article on how to configure it to work with plsql.
Before that I used SlickEdit.
As mentioned above, Toad is great for administration.
