Which hosting company has the best customer support?

Good day.
Until today, I had several incidents with Godaddy, over the past couple of years, all incidents were resolved during the day: changing disks, changing the RAID controller, connecting old disks via USB. Everything was more or less. The disadvantages of Godaddy are the lack of a server with a hardware RAID controller and the geographical location that is not favorable for me.
I contacted Leaseweb 3 years ago and I really regret it, every year something goes down on some server. Support is extremely poor, the minimum response time for a ticket is two hours. Note that this is not about solving the problem, but just about the answer...
Early this morning after a reboot, my server did not come back online, the support team decided that it was necessary to change the server. It's already past 7 hours and they still haven't answered my question about what's going to happen with the RAID and how I can access the data.
Against the background of all this, I seriously think to start moving all my servers to another hosting provider. The only thing left is to choose a company.
I would be very grateful if you could tell me RELIABLE hosting companies that have excellent support and who, in which case, can allocate one person to solve the problem, so that I do not go from hand to hand from one "specialist" to another.
Geographically, I give preference to Europe, so that there is a good connection with the server from the CIS countries, Turkey and Europe.

digitalocean.com is a startup that won my heart. Technical support is always online, always answers sensibly. Of the 5 hosts I have used, these are the first to report and defend against HeartBleed.
Cheap prices, user-friendly interface, everything is like clockwork.
Data center with 2x redundancy, work is warned a week in advance. Most often this is minimal impact (increase in pings or the like). For half a year, the servers have 100% uptime.

Oddly enough, hetzner.
The letter "the server is unavailable, after reboot does not work either" -> replacement hardware. And so already 20 times in my life, no unnecessary questions.
It's the same with disks - a replacement ticket, the logs from which clearly show that the disk is bad -> another disk. Timing - an hour or two during business hours. Serious breakdowns (like a power supply unit) - and at night too.
And yes - don't use hardware controllers.

IMHO tied to a hardware RAID is not buzzing, tk. what if it fails? how will you assemble the discs? you need a RAID of the same manufacturer, if not the brand.

I think the best support is from one of my providers, who, upon a reasonable request to support, updated the PHP version on shared hosting (in other words, not only for my site). I suppose you understand that for this you need to have a sufficient number of eggs.

LeadHost I work with them, the guys are developing, they are making their own POPs, the support is available both by phone and in tickets, the average response time is 9 minutes.
