Which hardware to choose for programming?

I am engaged in the development of sites both in layout and in the software part, so I have to work simultaneously with several programs, for example, phpstorm and photoshop, which is why the computer is beating in terrible convulsions every time I have to switch from one program to another ... What is the best way to buy hardware with the prospect of the future so that you can simultaneously work in several heavy programs and not even notice the transition from one to another?
Budget up to $1000 without I/O devices

Well, going from one to the other is likely to swap you. Take 16GB of RAM, you can never have too much.
Under the system, it is definitely an SSD, if the HDD is now installed, you will immediately notice the difference in opening programs and large files.
I don’t know for sure under Photoshop, but it seems like there has long been hardware acceleration with a video card. If for web design, then the low segment is enough if you do not open 100-megapixel files.
Well, for the future of 3D graphics, it is better to take something more serious, slightly above average, around 10k.
Plus, install a 64-bit operating system, only with it you can feel the benefits.

Proc i5 at least, be sure to SSD, at least 12GB of RAM (but it's better to take it with a margin), a discrete video card is not needed.
OS X is desirable: on Linux there is no part of software like photoshop, and on Windows sometimes you have to run projects in a virtual machine, because. On Windows, many projects will not work.

As a joke (in which there is a share of a joke) - install Linux, I have about the same RubyMine, Gimp programs, 3 browsers, a couple of virtual machines and 8G of memory. No lags

With a budget of up to a thousand evergreens, you can build a silent i5-based PC, with a fair amount of fetish.
Example:
1. Mother ASUS H87M-PRO ~$100
2. Intel Core i5-4570 processor ~$190
3. Four-channel RAM strips, 4 gigabytes each. Choose strips according to the manufacturer's recommendations, there are on the office. ~200$
4. Cooler Master GXII 550W power supply ~80$. If you don't plan to buy Geeforse/AMD starting from the 760 series (PSU from 600 watts and above is recommended), you can find the simplest options for 400 watts that way
.
.A ~50$. In Belarus, a radiator without a cooler costs $60. from cooler master, and here Thermalright with the most massive heatsink and 120mm cooler is $10 cheaper.
7. Any case to please the eye, regular cooling is not useful. Well, if you show off... Fractal Design Node 804 $120
