Which hardware base to choose for a custom router?

Good evening.
There was a desire to find on sale or configure the network box with the following functionality:

  • two network interfaces for different ISPs A and B with redundancy / load balancing;
  • 4-5 interfaces for LAN machines;
  • the ability to raise OpenVPN connections over the white IP of one of the providers;
  • it is important that VPN routing is flexible, for example:
    • access in one of the VPN configurations to the local resources of provider A;
    • access in another VPN configuration to the local resources of provider B;
    • access in the third configuration to the internal local network (machines connected directly to the device);
    • the total number of VPN connections - up to five;

  • Wi-Fi is not needed, only wired connections;
  • IPsec is optional, but would be a nice feature;
  • flexibility is more important than performance.

I will assume that these are quite ordinary requirements for solutions from Cisco or Juniper, but the budget does not allow choosing devices of this level (total investment < 40k). In this regard, options with manual finishing are accepted, up to assembly based on some nettop.
A configuration of several devices is possible, preferably no more than two. If the requirements are vague or incompatible in your opinion, let me know - I will correct it).

Thank you all for participating! I settled on a switch configuration with VLANs + a router, where the router is either a nettop with three network cards, or a specialized device from those proposed in the answers, I will choose a specific solution based on the total cost.
