Which group policy is responsible for switching to daylight saving time and vice versa?

Actually a question in that what group policy is responsible for inclusion of this tick? windows server 2016.
I went to the server and was surprised that the time was behind, googled added policies, but the checkbox did not turn on. Or is there a patch that will enable it? I know that MS has such a practice.

This is not really a group policy , so "clogged" in the "list of time zones" that come with Windows updates .
Actually in the screenshot - the lower switch is the same.
If the time is behind, it means not that time zone, but "in this country", every year idiots from the Duma, government and other so-called. "power structures" either introduce or cancel the transition ... :(

These are the consequences of entering a computer into a domain. The latter, like the last creature, wants the computers included in it to have synchronized time. Documentation: Precise Time in Windows Server 2016 .
In theory, everything turns out to be simple: when entering the domain, the parameters are automatically configured on the computers and all client stations begin to synchronize their time with the domain controller on which they were authenticated. In turn, domain controllers are synchronized with the controller on which the FSMO PDC role is located. By default, the PDC syncs with time.windows.com and must be manually configured to the correct source. To understand the current situation, you can sequentially execute the command w32tm /query /peerson the workstation, on the domain controller from which it takes time, and on the PDC.
