Which GPS route editor is there?

Good afternoon!
Can you please advise some smart software for Windows to create and edit a route for a GPS navigator?
The task is to develop a rather lengthy route for the Navitel navigator... Filling in all the necessary intermediate POIs through the navigator interface is real pornography, especially since it is possible to import a route from a file.
However, I could not find a worthy editor - maybe someone faced such a task?
