Which game engine to choose for a turn-based game?

I decided to make a toy in my free time, something like heroes, i.e. there will be a village to build and the battle itself (there will be no map like in heroes). Actually what engine to choose for such a game? I looked in the direction of Phaser, I was confused by the fact that it has a picture update 60 times per second, probably for a turn-based game this is redundant? I also thought about choosing just some kind of MVC like a Javascript language.

At first glance, yes, but there must be animation. At the houses, smoke is coming from the chimney, unoccupied units are scratching their noses, and those who are busy are brandishing weapons. Here it is worth showing with 60 FPS.
