Which free helpdesk to choose, taking into account finishing?

An organization needs a Helpdesk with rather specific functionality:
1. For each ticket, there should be two status lines that can be changed by different people (Some work is outsourced and the outsourcer company needs to mark solved problems, and the customer company side confirms the completion)
2. Tree projects should have at least three levels: Head office (which sees everything and everything), employees of remote offices (see their tickets and tickets of their retail outlets) and retail outlets (see their tickets)
Also, a Russified interface or the possibility of simple Russification is highly desirable .
The following were considered: MantisBT (an ascetic interface, although it does not matter, but there are no prerequisites for the implementation of the above functionality), OSTicket - an English-language and not intuitive interface, as for me.
Maybe there was an experience of something similar, for advice and, especially, links I will be grateful :)
