needs to be rewritten from scratch. the site will be multilingual. thought about what to do frontend. From frameworks I know only the first angular. what do you advise? a few words why

Take wp as an engine, if you really want to play with ajax and react / angular, then there is an api there and you can implement everything ... but if you want, but whether you need it or not is another question.
