Which framework/guideline/ui should I use as the basis of the theme?

Hello.
I want to write a theme from scratch. I used to use bootstrap3, but in 2k16 it is already "junk", and the 4th one has not yet arrived.
What do you recommend in terms of design? What to focus on?
