Which forum engine has the best support?

It so happened that one of my projects began active growth and now there is a need to organize a forum. First I planned IPB. A quick search on Google and freelance sites brought up the sad news, I couldn't find people who could support this engine.
By support, I mean
- Take a paid or free skin and add it to the tasks of our community (remove a block there, add a block here, fix translation errors, etc., organize news output from the main site)
- Add several features (single authorization with the main website, login via social networks)
- Know the forum engine, for example, to add an automatic redirect of links to the engine, etc.
Therefore, I turn to the collective mind, which engine is most popular in Russia? Which engine has more or less decent skins (preferably paid ones) and where to look for people who work relatively closely with the forum?
The key desire is to pay and after a while get the functionality I need without too much headache.

Invision Power Board is the ultimate forum engine.
I personally developed applications for it - a convenient API, everything seemed easy and simple (naturally, I read the documentation and source codes a little).
As for the appearance - believe me, skins for him - the darkness is dark.

I used all these phpBB, vBulletin, IPB, SMF and many other forum engines and I will say that they are already obsolete. For php, I would recommend vanillaforums.org or lampcms.com (mongodb).
If you do not look in the direction of php, then you can pay attention to OSQA (with a couple of gestures it turns into a supirforum) or would write ~ in a day in Python / Django using thousands of ready-made python modules for django (and having them in reserve for any needs in the future)

I think the issue is not in the support from the developers, but in the search for an intelligent specialist who understands the engine, or a specialized company. Which engine does not matter.
I definitely saw a specialized company on vbulletin, and there are probably also some on other engines. In general, there is a problem with finding smart web developers, regardless of the engine

vbulletin with its communities. Both ru and English (only if you buy a license) The names are easily googled for any phrase - module / hack / revision vbulletin. I've never seen a better engine.

I think a very popular one is phpBB . There are a bunch of plugins for it, and it seems that there are a lot of people who can support it too.
