Which foreign operators are provided with roaming in mobile networks of the Russian Federation?
I want to find out which domestic operators provide roaming to which operators in other countries.
How to find out? Does any Russian operator have such a public list? Searched offsite - so far to no avail. Maybe I didn’t search well - they have a lot of information on the site, it’s hard to find what you need in it.
Example:
Beeline provides roaming to such and such operators operating in such and such countries.
The same for Megafon, MTS, Tele2

Choose an operator->Roaming Partners->See all roaming partners
Usually roaming agreements are bilateral.
If you want to be sure, parse the roaming lists of all operators in all countries.
AT&T definitely provides, but it seems that you need to activate the service before the trip.

What is the need for this question? If to save on cheaper roaming, then the network can usually be selected independently in any phone.
Almost any foreign operator will have contracts (direct or through aggregators) with most Russian ones, so you can choose different networks.
Why do you need roaming? Here it is completely absent and the profile of the local cellular operator is loaded into the card with a direct connection to it.
