Hey! What engine can you recommend for creating an online store of addons and mods for the game? Required: so that anyone can register on the site and have the opportunity to become a developer of these add-ons, but with the approval of the moderator (that is, he submits a certain application, and an already authorized person checks and gives it). When his application was approved, he can upload his creations for money, they, in turn, will come to him on the service he specified, taking into account all commissions (site percentage + cash desk percentage). But most importantly, THAT THE DEVELOPER CAN UPGRADE HIS BABY, AND ALL WHO PURCHASE ITS PRODUCT CAN DOWNLOAD THE UPDATED VERSION OF THE ADDON without additional surcharge. Is it possible to do this on OpenCart? Or is there another CMS for such needs?

It's better to do this in the game itself.
On the example of Steam - there is a workshop. But if the game supports mods, then it has the built-in ability to create and publish directly in the game itself. Perhaps there is a separate editor. Perhaps there is a separate publisher (application for publishing). But you can't upload it directly to the workshop.
Accordingly, it is also convenient for users to install mods in the game itself, and not download them from the site, copy them to some folder, etc.
Using the example of Terraria: we made a mod browser inside the game itself. That is exactly the solution.
Well, and so the developer can lay out his offspring on some itch.io, for example, even without stores. Paid or free, as you wish. There it can update, and users can download updates without additional payment, etc.
