Which engine to choose for the local network?

There is a local area network where there are a lot of computers (workers).
Every employee needs to receive a summary (message with certain information) daily.
We decided to make a local site with the ability to add posts, so that everyone could enter the site and write a message (and it would be nice if there would be an identification system, so that, for example, as it was on the form you can see "2nd mechanic message:")
We consider the forum as an alternative, but of course I would like it to be a site with some suitable tsms.

It's a bad choice in my opinion. Look for systems specialized for work within the company. Various tax managers, CRM, etc.
