Which engine to choose for an information portal in 2021?

The task is to create an information portal quickly, but with the possibility of improvements and development.
The most immediate plan is to tie a small store to it.

Basic requirements: modern architecture (API + React / Vue), a separate layer of business logic on the back, a ready-made CMS. It is the need for a CMS that dictates the desire to create on a ready-made engine, and not write everything from scratch.

Can you recommend an engine please?
