Which engine to choose for a site with a forum?
In the sites themselves, as such, I don’t rub at all, alas.
But most of the work will have to be done by me or the same non-cutters.
Now everything revolves on PHP and, accordingly, PHPbb of some ancient version. For obvious reasons, I think to change everything radically.
What do you want:
1. Forum. It's the most important.
2. As for users, I think that everywhere there is what you need - groups, tolerances, etc.
3. Preferably something like RSS. Not how it is finished everywhere, but it is better to be convenient.
4. A convenient way to post all sorts of articles, some of them also have limited access

6. Is there a built-in parser? Pull news from specialized resources, for example.
And all this is accessible to a simple IT specialist, without red-eyedness.

Xenforo or vBulletin. Xenforo is more suitable for an ordinary user: more convenient in terms of interface + HTML5 verst
If there is no money for hosting and licenses, then uCoz is ideal. It has everything you require.
And if you have hosting, then you can try DLE (you can try nulled first) + LogicBoard (like it was free). Installing all this will take a maximum of 15 minutes, so it will most likely suit you.
There is also a CMS, such as IPS, which provides for extra. board other modules. But this option is more expensive than DLE + LogicBoard.
