The purchase of a domain is planned, the company starts in Russia, but the prospect of development goes beyond its borders. Which domain should be made the main one (ru and com will be bought), in the com or ru zone? And does the domain matter for promotion in Russia?

Мультиязычность планируется? Если сначала будете двигать только ру версию сайта в РФ, то можете и на .ru домене посидеть, а потом сделать международную версию на com, хотя я сразу взял бы com, как основной.

И для продвижения в России имеет ли значение домен?

Имеет, только он всего лишь один из сотен факторов, и для поисковиков гораздо важнее качественный контент, быстрый сайт(без косяков в коде и перегруза графики), стабильный хостинг и грамотное продвижение.

I often hear that Yandex prefers .RU and .РФ domains. In practice, I do not know, I did not have a chance to test it.
Regarding multilingualism, the correct remark. By the way, you can also set both domains as aliases (synonyms), so for any request there will be the same content, in the settings of the same Yandex.Webmaster, specify .ru as the main one. And then change to .com when expanding geography.
